Barrington Tower

Barrington Tower is a 19th Century folly and a protected structure.  The house sits on a 3.5ha site located off Brennanstown Rd, Cabinteeley, Co. Dublin. Stephen Little & Associates, with input from a multi-disciplinary team and through consultation with Dun Laoghaire Rathdown County Council and the Railway Procurement Agency, was successful in obtaining planning permission for residential development at this site comprising:

  • 153 homes including 115 apartments in four to five storey blocks with basement car parking and 38 houses including detached, semi-detached and terrace units.
  • A 168 sq. m crèche.
  • A pedestrian footpath and bridge from the development to the Brennanstown LUAS Stop, which is being developed as part of the LUAS Line B1 Cherrywood Extension.
  • A 203 sq.m ESB Substation on behalf of the Railway Procurement Agency for the operation of the LUAS extension.
  • Open space, landscaping and all other site and development works.

Key issues which were taken into account in obtaining planning permission for this development included the protection and preservation of the special character of the existing Protected Structure and its curtilage; the protection and preservation of the amenity value & sylvan character of the Brennanstown Road; the provision of linkages to the Brennanstown LUAS Stop (LUAS Line B1 Cherrywood Extension); and, improving traffic safety on Brennanstown Rd. 

A decision to grant permission, subject to conditions, was issued by Dun Laoghaire Rathdown County Council in January 2008 and following both First and Third Party Appeals to An Bord Pleanála, a final conditional Permission was granted by the Board in September 2008.

As the Planning Consultant, Stephen Little & Associates had direct responsibility for the preparation and/or co-ordination of the following project elements: -

  • Initial planning appraisal for the client
  • Planning application report and documentation
  • Review and quality assessment of all consultants’ reports, surveys and assessments
  • Responsibility for lodging the overall planning application  
  • Preparation of first party appeal to An Bord Pleanála.
  • Preparation of first party response to third party appeals to An Bord Pleanála.
