Dublin Central

The Dublin Central site measuring c. 2.17 ha in area is located at the heart of the Dublin City retail core, adjoining one of Ireland’s main thoroughfares, O’Connell Street.  This site has been designated by Dublin City Council for redevelopment to drive the rejuvenation of Dublin’s North Inner City.

In November 2005, the Dublin Central developers, Chartered Land Limited, staged an international urban design and architectural competition for the Dublin Central site.  The competition was won by a consortium of three Irish architectural practices  - BKD, McGarry Ni Eanaigh and Donnelly Turpin, which now form Dublin Central Architects.

Chartered Land Limited also engaged the expertise of a wide ranging specialised Design Team including experts on project management, planning, urban design, architectural conservation and heritage, civil engineering, traffic and transportation, mechanical and electrical engineering, fire safety, energy efficiency, lighting, and many other disciplines.

Stephen Little & Associates were employed as planning and development consultants for this unique redevelopment project. The following services have been provided to Chartered Land Limited:

  • Planning appraisal and development potential assessment
  • Preparation and co-ordination of Environmental Impact Statement
  • Preparation of Retail Impact Statement
  • Preparation of planning application report
  • Preparation of residential amenity report
  • Preparation of childcare provision report
  • Review and quality assessment of architectural, landscape and engineering drawings and reports
  • Review and quality assessment of all consultants’ reports, surveys and assessments
  • Pre-planning consultations with Dublin City Council and other bodies/organisations
  • Responsibility for lodging the overall planning application  
  • Response to request for further information
  • Preparation of 1st party appeal to An Bord Pleanála
  • Preparation of response to 3rd party appeals to An Bord Pleanála
  • Representation on behalf of Chartered Land Ltd. at Oral Hearing

Dublin Central has been an ongoing design project since the initial urban design and architectural competition held in November 2005. In April 2008, the Dublin Central planning application was submitted to Dublin City Council.

The scheme put forward for consideration consisted of a significant mixed use development (c.158,000 sq.m.) comprising a broad range of uses including retail, residential, commercial, bar/café/restaurant and office use. The development also provided for the creation of two new streets and three public spaces at ground floor level, a roof top garden and the retention of all protected structures and facades.

Dublin Central will rejuvenate and raise the international profile of the historic and retail core of Dublin city centre, creating a sustainable, mixed use and vibrant environment in accordance with the policies and objectives of Dublin City Council.

Dublin City Council granted permission for this development December 2008. Following an Oral Hearing held in April 2009, a decision is now imminent from An Bord Pleanála.  Stephen Little & Associates’ involvement in this project is ongoing.
